- Who was an Indian citizen on January 26, 1950, or at any point after that date
- On January 26, 1950, who was qualified to become an Indian citizen
- Those who were born in a territory that became part of India after August 15, 1947; or those who were born in a territory that became part of India after August 15, 1947.
- Who is the citizen's kid, grandchild, or great-grandchild
- Who is a minor child of any of the above-mentioned individuals
- A minor child whose parents are both Indian citizens or one of the parents is an Indian citizen is entitled to register as an OCI cardholder
